casually attacks an immigration office.
The reason behind the attack is rather simple,
Pedro Montana broke an agreement to only collect male organs.
Pedro sought more capital so he tried to steal Curtis Blackburn's
monopoly on organs of young women. 
Note: This orphan witnessed the massacre.
Curtis Blackburn took her under his care,and trained her for about a week.
She later becomes the highly lethal assassin known as Ayame Blackburn.
